The Twenty-Third International Conference on Automated Planning and Scheduling was held June 10-14, 2013, in Rome, Italy.

The papers included in this volume are those selected for plenary presentation at ICAPS 2013 from 30 countries. They consist of the papers of the main track (31 long papers and 15 short papers selected from 114 submissions), the papers of the special track on novel applications (11 long papers and 3 short papers from 32 submissions), and papers of the new journal presentation track (11 papers). All submissions were rigorously reviewed by the program committee, and this set of accepted papers reflects the Program Committee’s high reviewing standards.
